Why is enterprise IT so proactive but IT security off on an island of reactive countermeasures?

Some day people will learn that innovation is cool, until security isn’t keeping pace with it and then it costs more than it is worth.

FUD and headline attacks like Twitters should never be a catalyst for mature enterprise practices like enterprise S&R.

Hmmm, I think it is a *huge* leap to call enterprise IT proactive! If IT *were* proactive, SDLCs would be way more more common and software engineering would *not* be an oxymoron.
