I have had several conversations this week with organizations that are struggling with SOA. In all cases the challenges were the result of a difference between the scope of agreement they were able to achieve, and the one that they had organized around.
Most organizations, when starting SOA, figure that they services they build will be used by the whole organization. In fact, when the organization is larger than 5000 people, our latest SOA survey (Gartner subscription required) shows this is not true (there is some upcoming research that will be out in a few weeks that discusses this specific point)
The mechanism of SOA governance (Gartner Subscription required) is important, but it seems that the scope of governance (and the expectations about how shareable services really are that go along with that) are equally important.
