		<description>I´m quite more optimistic than you. The inclusión of the citizen-driven concept in a Ministerial Declaration is something we could no think of a yera ago. The commitment towards engagement and transparency of the first priority, I agree with you is the more dramatical change in EU e-gov policies. However, I think you have skipped over some points:
- point 18 is closer to the employee-centric concept
- point 19 is a commitment towards green gov
- the end of point 26a shows concerns about exploring the reasons why eGov services are not used

Of course, everything is described using &quot;ministerial&quot; language, but ...
